Salary and engagement budget guide

Interim Headhunters separates official May 2025 employee wage benchmarks from the scope and quoted costs of interim, fractional and contract assignments. Compare permanent hires with a defined engagement, not a made-up day rate. Everything here is ungated and prints in full.

How to read this guide

This is a reference for comparing a permanent hire with a quoted interim assignment. The wage tables describe what employees in an occupation were paid in May 2025. They do not describe what an interim consultant is paid or what a client is billed, and they are not our pricing.

  • Percentiles are positions in a distribution, not junior, mid and senior bands. P75 means 75 percent of employees in that occupation and area earned less.
  • Occupations are mapped by duties, not job titles. A title such as CFO or COO has no dedicated survey occupation.
  • No executive, niche-skill, industry or geographic premium has been added, and no observed consulting rates are shown.
  • For actual interim rates, ask for a written, engagement-specific quote.

What the data measures

The source is the Occupational Employment and Wage Statistics (OEWS) program of the U.S. Bureau of Labor Statistics. Full- and part-time wage and salary employees in nonfarm establishments; cross-industry, all ownerships (OWN_CODE 1235). Self-employed workers excluded.

OEWS wages are straight-time, gross pay before deductions. That is neither pure base salary nor total compensation.

Included

  • Base rate
  • Guaranteed pay
  • Commissions
  • Production bonuses and incentives
  • Cost-of-living allowances, hazard pay, tips

Excluded

  • Overtime pay
  • Shift differentials
  • Nonproduction bonuses, such as year-end or referral bonuses
  • On-call waiting pay1
  • Employer cost of benefits and payroll taxes
  • Self-employed workers and independent contractors

1 Some summaries describe on-call pay as included. The BLS respondent pay terms and the OEWS questions page both list on-call pay as excluded from reported wages. This guide follows those official sources: BLS OEWS pay terms and OEWS frequently asked questions. Back to text

Role to occupation mapping

Each row shows how a common hiring title maps to a published Standard Occupational Classification (SOC) occupation, and how close that fit is. An exact occupation matches the duties. A proxy shares most duties but includes other work. A broad proxy covers a much wider population than the role.

Symbols and blank cells

Published numeric cells are formatted to their reported precision. Where BLS published a symbol or left a cell blank, it is kept, not replaced with a number.

  • * Asterisk: shown exactly as published. In OEWS files an asterisk marks a value BLS did not publish for that cell. Not present in the rows on this page.
  • ** Double asterisk: shown exactly as published. In OEWS files this marks an employment estimate BLS did not release for that cell.
  • # Hash: shown exactly as published. In OEWS files this marks a wage at or above the BLS top-coding limit. This guide does not state a numeric limit; check the BLS technical notes for the May 2025 value. Not present in the rows on this page.

Buyer guidance by function

CFO, VP Finance, controller, FP&A and treasury

11-3031 Financial Managers / 11-1011 Chief Executives / 13-2011 Accountants and Auditors / 13-2051 Financial and Investment Analysts

Decide first whether you are buying stewardship or change. A steady-state finance lead keeps the close, reporting and lender relationships running. A turnaround, refinancing, carve-out or system migration needs someone who has done that specific event, and the permanent benchmark says nothing about that experience.

Write down authority before talking about money: bank signatory rights, approval limits, board and lender access, and whether the person will sign certifications. Authority and personal exposure change both who will accept the assignment and how it is quoted.

Financial Managers is a very wide occupation. A P90 figure for it is not a CFO number; it is simply the point that 90 percent of employees in that occupation earn less than.

Accounting, audit and tax

13-2011 Accountants and Auditors / 13-2082 Tax Preparers / 43-3031 Bookkeeping, Accounting, and Auditing Clerks

Close backlogs, audit preparation and reconciliation clean-ups are scoped work. Ask for a quote against a defined deliverable list (which accounts, which periods, what evidence the auditor expects) rather than an open-ended weekly rate.

Be clear about system access and review. A contractor who posts journals needs a named reviewer and segregation of duties on your side.

Payroll

43-3051 Payroll and Timekeeping Clerks

Payroll cover is time-critical and calendar-fixed. State the pay cycles, entity count, states and the provider platform, and whether the person runs payroll or only reviews it.

Certified or prevailing-wage payroll is a distinct skill set; describe it in the brief rather than assuming a general payroll background covers it.

COO, GM, plant and production

11-1021 General and Operations Managers / 11-3051 Industrial Production Managers / 51-1011 First-Line Supervisors of Production and Operating Workers / 11-1011 Chief Executives

Confirm whether operational interim work requires attendance on site. Record the site location, shift pattern, expected days on site per week and whether the person covers weekends or start-ups.

Separate the outcome from the presence. A plant recovery with throughput, safety and quality targets is a different engagement from holding the role while you recruit.

Supply chain, procurement and logistics

11-3071 Transportation, Storage, and Distribution Managers / 13-1081 Logisticians / 11-3061 Purchasing Managers / 13-1020 Buyers and Purchasing Agents

Specify spend under management, categories, supplier count and whether the person negotiates and signs or recommends. Signing authority changes the risk profile.

For network or warehouse changes, define the deliverable (go-live, transfer complete, inventory accuracy) so the quote can be compared on the same scope.

Human resources

11-3121 Human Resources Managers / 13-1071 Human Resources Specialists

Restructures, investigations and union matters carry legal exposure. Agree who advises on employment law and what decisions the interim may take alone.

If the goal is a hiring push, describe volume and roles; it may be a talent acquisition engagement rather than an HR leadership one.

Project, program and transformation

13-1082 Project Management Specialists / 13-1111 Management Analysts

Project work is the easiest to quote by deliverable. Agree milestones, acceptance criteria and what happens to the fee if the client delays a decision.

Ask how change requests are priced before work starts.

Technology and security

11-3021 Computer and Information Systems Managers / 15-1212 Information Security Analysts

Incident response, audits and ERP or system cutovers often need out-of-hours cover. Write the on-call expectation into the brief and ask how it is quoted, because survey wage data excludes on-call waiting pay.

State whether the person holds admin credentials or accountable sign-off for security controls.

Engagement budget framework

A permanent salary and an interim quote are different things. Four amounts are often confused:

Consultant pay
What the individual receives. You usually do not see it, and it is not the same as the bill.
Client bill rate
What you are invoiced per agreed unit of time or deliverable.
Reimbursable expenses
Travel, lodging and similar costs, billed separately and at cost or as agreed.
Placement fee
A one-time fee for a permanent hire, separate from salary and unrelated to an interim bill rate.
  1. Define the day and the hours. Write how many paid hours make a day and how many days make a month. Without this, two day rates cannot be compared.
  2. Assignment length. State expected start, minimum term, notice and extension terms.
  3. Onsite and travel. Days on site per week, location, and whether travel time is billable.
  4. Urgency. A start within days narrows the available pool. Say so up front.
  5. Deliverables. Name the outputs and acceptance criteria if any part is priced by milestone.
  6. Authority and risk. Signatory rights, certifications, regulatory exposure, insurance and indemnity.
  7. Billing minimums. Minimum days per week or month, and how part days are billed.
  8. Expenses. What is reimbursable, any cap, and the approval process.
  9. Employer and agency costs. For permanent hires add benefits, payroll taxes, bonus, equity, recruitment and onboarding. For interim, confirm what the bill includes.
  10. Compare like for like. Line up the same scope, period, hours and expenses before comparing totals.

We do not publish a fee schedule. Rates depend on the engagement, so ask for a written quote.

Methodology and sources

Rows were extracted from the BLS OEWS May 2025 downloadable workbooks, released , retrieved and reviewed . Values are published strings, formatted for reading only; floating-point artifacts in the workbook are rounded to the published precision. No values were estimated, interpolated or adjusted for time.

Scope: cross-industry, all ownerships. National rows are area 99; states and metros were selected for this guide. Annual figures are as published by BLS; this guide does not derive any figure by multiplying an hourly wage.

These are BLS statistical estimates, not observed interim quotes or this firm's search results. OEWS combines survey panels and uses model-based estimation. The guide covers full- and part-time wage and salary employees in nonfarm establishments. It excludes self-employed consultants. No inflation adjustment or executive, industry or local premium has been added.

The six states are Florida, Texas, New York, New Jersey, Illinois and North Carolina. The seven metros use the full BLS area names shown in the table, not city limits. New York-Newark-Jersey City, NY-NJ is not a separate estimate for Northern New Jersey. Compare the same occupation, period and geography before drawing a conclusion.

Official OEWS release table. The record-level source extract preserves each worksheet row, original cell text and cell address alongside the archive and workbook hashes. Review national benchmarks, check the occupation mapping, then send us the actual assignment.

Use the Interim Playbook to define the assignment before seeking proposals. Read how our fees work separately from employee wages. For cash and banking mandates, see interim treasury leadership.

Questions before you set a budget

Can I use a BLS percentile as an interim quote?

No. It describes employee wages in an occupation, not the price of a consultant's availability or a defined assignment. Request a written quote with the billing unit, expected work and separately payable costs spelled out.

Is the upper percentile an executive salary band?

No. Percentiles locate wages within an occupational distribution. They do not identify job levels, credentials or authority, and cannot isolate a CFO from the wider Financial Managers population.

What should I compare between proposals?

Compare the same deliverables, decision rights, working time and expense treatment. Check whether a figure is consultant pay or the client bill rate, and whether a separate placement fee or minimum commitment applies.

Why do some areas have no row?

The selected official workbook has no published row for that occupation and geography. We do not substitute a neighboring city, extrapolate a national value or interpret the absence as zero pay.
